1. General information
In this last subject belonging to the field of Law given in the Degree, the student must learn to differentiate the different regulatory sources and know their value and relationships; differentiate and identify the existing Administrations; know the legal regime of the main administrative powers and the consequences produced by their exercise and manage the legislation applicable to tourism activities and companies.
These approaches and goals are aligned with the following Sustainable Development Goals (SDGs) of the United Nations Agenda 2030 (https://www.un.org/sustainabledevelopment/es/), such that the acquisition of the subject learning results provides training and competence to contribute to some extent to their achievement: ODS 4,5,6,7,8,9,10,11,12,13,15,16,17.

The student, in order to pass this subject, must demonstrate the following results...
1. -Differentiate the different regulatory sources and know their value and relationships.

3. -Know the legal regime of the main administrative powers and the consequences of their exercise.

5. -Solve practical cases involving the understanding of the fundamental concepts and their correct application.
3. Syllabus
UNIT 1. APPROACH TO THE CONCEPT OF PUBLIC ADMINISTRATION AND ADMINISTRATIVE LAW.
UNIT 2. STRUCTURE AND LEGAL SYSTEM OF THE DIFFERENT PUBLIC ADMINISTRATIONS
UNIT 3. LOCAL GOVERNMENT
UNIT 4. THE PRINCIPLE OF LEGALITY OF ADMINISTRATIVE ACTIONS AND FORMAL INSTRUMENTS OF ACTION
UNIT 5. THE COMMON ADMINISTRATIVE PROCEDURE
UNIT 6. LEGAL-ADMINISTRATIVE GUARANTEES AGAINST THE ACTIONS OF PUBLIC ADMINISTRATIONS . THE JURISDICTIONAL PROTECTION OF THE LEGAL POSITION OF THE ADMINISTERED PARTY. LIABILITY OF PUBLIC ADMINISTRATIONS.

4. Academic activities
Attendance to theoretical classes: 45 hours
Attendance to practical classes: 15 hours
Attendance to tutorials: 12 hours
Conducting examinations: 3 hours
Autonomous work of the students (problems, preparation of cases, etc.): 75 hours
5. Assessment system
The student must demonstrate that they have achieved the expected learning results by means of the following assessment activities.
ASSESSMENT SYSTEMS
The student has the right to use the following assessment systems: continuous assessment system and global assessment system.
1) CONTINUOUS ASSESSMENT SYSTEM
Continuous assessment requires the active participation of the student in the tasks and activities programmed during the term. Students are required to actively participate in class, and repeating students are not required to participate in class. The students who do not comply with this requirement will be subject to the global assessment.
The continuous assessment will consist of an test of 5 short questions on theoretical-practical contents, which will be 100% of the grade.
2) GLOBAL ASSESSMENT SYSTEM
Those students who opt for this system or do not pass the continuous assessment will have to take an individual test at the end of the semester (in the assessment calendar of the University of Zaragoza) which will account for 100% of the final grade.
The structure of the test will be: 5 short questions on theoretical-practical contents (100% of the grade).
RATING SYSTEM
In order to pass the subject it is necessary to obtain a minimum total score of five points out of ten (either in continuous assessment or in the Global Test).
In the event of the suspension of face-to-face teaching activities, the changes to be made will be introduced in the teaching guide through an addendum.
